ANNOUNCEMENT
MILLBRAE ELEMENTARY SCHOOL DISTRICT SEEKS VOLUNTEERS FOR CITIZENS’ BOND OVERSIGHT COMMITTEE FOR MEASURE J, GENERAL OBLIGATION BONDS ELECTION OF 2024In November of 2024, the voters of the Millbrae Elementary School District passed Measure J, a General Obligation bond to repair and modernize our aging schools.
In accordance with Education Code sections 15278-15282 and applicable board policy, the Millbrae Elementary School District Board of Trustees shall establish a Citizens’ Bond Oversight Committee to review and report on the proper expenditures of bond proceeds.
In accordance with Education Code Section 15278 (b) and Regulation 7214, the Citizens’ Bond Oversight Committee shall: a) inform the public concerning the District’s expenditure of the GO bond proceeds; b)review expenditure reports produced by the District to ensure that the bond proceeds were expended only for the purposes set forth; and c)present to the Board in public session, an annual written report outlining their activities and conclusions regarding the expenditures of the bond proceeds.
The District is actively seeking volunteers to create a Bond Oversight Committee which must consist of at least 7 members who shall serve for a minimum of two (2) years (without compensation and for no more than three (3) consecutive terms). The committee will meet approximately 2-4 times per year.
- Business Community: One member shall be active in a business organization representing the business community located within the school district
- Senior Citizen: One member shall be active in a senior citizen’s organization
- Taxpayer: One member shall be active in a bona fide taxpayers’ organization
- Parent/Guardian: One member shall be a parent/guardian of a child enrolled in the district
- Parent-Teacher Organization: One member shall be both a parent/guardian of a child enrolled in the district AND active in a parent-teacher organization such as the PTA or school site council
- Additional: Two additional members
Employees, school officials, vendors, contractors and consultants of the Millbrae Elementary School District are prohibited by law from being members of the Citizens’ Bond Oversight Committee.

To be considered for appointment to this Committee, please complete the online Application for Appointment no later than February 21, 2025 by 4:00 pm. The District will review applications ensuring that Categories 1-6 listed below are represented and will provide the Board of Trustees with committee member recommendations to be approved at the March 4, 2025 Board Meeting.
