• Expanded Learning Opportunities Program (ELOP) Information

    “Expanded learning” means before-school, after-school, summer, or intersession learning programs that focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on, engaging learning experiences. It is the intent of the Legislature that expanded learning programs are pupil-centered, results-driven, include community partners, and complement, but do not replicate, learning activities in the regular school day and school year.

    Pursuant to Education Code 46120 and effective fall, 2022, MESD offers all unduplicated pupils, in Grades TK-6, in classroom-based instructional programs access to comprehensive after-school and intersessional expanded learning opportunities.  In order to meet the diverse needs of our community and reduce travel, we will be hosting on-site programs at all 5 schools in the district.  

    The program must be free to unduplicated pupils. Unduplicated pupils are students considered to be in one of the following categories:

    1. Qualify for Free Reduced Lunch
    2. Foster/Homeless Youth
    3. English Learners (as identified by the ELPAC)

    **New for 2025-2026 - The District will provide a Notification of Eligibility letter to all district families whose students qualify for Free ELOP services for the 2025-2026 school year.

    **New for 2025-2026 - Lomita Park Families: Due to limited space, the District will recommend priority student enrollment at Lomita Park based on Unduplicated status, as explained above.  The District will provide Lomita Park families whose students qualify for priority enrollment with a Notice of Eligibility and will require that intent to enroll in the Happy Hall Expanded Learning Program is requested prior to the end of September 2025.  Prioritized students may be placed on a waitlist depending on staffing and space.

    All programs must be comprehensive and include academic content, enrichment activities, and a snack that meets nutritional standards. Students will have access to a 9-hour instructional day for the 180 days of the school year and for 9 hours each day on 30 non-instructional days.

    PROGRAM INFORMATION

    For the 2025-2026 school year, the Expanded Learning Program will be provided at all school sites from August 14, 2025 - May 29, 2026, on all school days, regardless of dismissal time.
