Expanded Learning Opportunities Program (ELOP) Information
Expanded Learning Opportunities Program (ELOP) “Expanded learning” refers to before-school, after-school, summer, or intersession programs focused on the academic, social, emotional, and physical needs of students through engaging, hands-on experiences. In alignment with California state law, our programs are student-centered, results-driven, and designed to complement the regular school day.
Access and Enrollment Pursuant to Education Code 46120, MESD is committed to providing unduplicated pupils in Grades TK-6 access to comprehensive expanded learning opportunities. To support our community and minimize travel, programs are hosted on-site at all five district schools.
Enrollment Priority MESD strives to accommodate as many students as possible; however, program participation is subject to capacity. Applications are accepted for all unduplicated pupils, with priority placement granted in the following order:
- Foster and Homeless Youth
- Students qualifying for Free/Reduced Lunch
- English Learners
Programs are hosted at all five MESD school sites. If a site reaches its maximum capacity, a waitlist will be established based on the priority tiers listed above. If you do not receive a letter from the District regarding ELOP eligibility for 2025-2026, you may still qualify for additional benefits such as discounted utilities, low-cost internet services, discounted after-school programs and the opportunity to purchase computers at discounted prices by completing the Educational Benefit Form. This program also provides essential funding to the Millbrae Elementary School District. The information you provide is both confidential and protected and the District will notify families of benefit eligibility. Please note that benefit eligibility does not guarantee placement in the ELO-P Program. Please allow up to 2 weeks for processing.
**New for 2025-2026 - Lomita Park Families: Due to limited space, the District will recommend priority student enrollment at Lomita Park based on Unduplicated status, as explained above. The District will provide Lomita Park families whose students qualify for priority enrollment with a Notice of Eligibility and will require that intent to enroll in the Happy Hall Expanded Learning Program is requested prior to the end of September 2025. Prioritized students may be placed on a waitlist depending on staffing and space.

All programs must be comprehensive and include academic content, enrichment activities, and a snack that meets nutritional standards. Students will have access to a 9-hour instructional day for the 180 days of the school year and for 9 hours each day on 30 non-instructional days.
PROGRAM INFORMATION
For the 2025-2026 school year, the Expanded Learning Program will be provided at all school sites from August 14, 2025 - May 29, 2026, on all school days, regardless of dismissal time.

March 30 & 31, 2026
April 1, 2, & 3, 2026
18 Days of Summer School operation. These dates are yet to be determined.
