Special Education Curriculum

Special Education is a service to support access to the general education curriculum.

Common Core

All the students in Millbrae School District are participating in the California State Standards, generally known as Common Core.  Students receiving Special Education services are also participating in Common Core; however, the delivery of instruction may vary according to their learning needs, which are identified in the IEP.

The new State Standards address developing a working knowledge of concepts with multiple levels of access to the knowledge and multiple means of demonstrating competencies.  This allows students to work with their strengths in order to learn the skills necessary for success.

Multiple-Tiered Systems of Support

The fact that there is among us all a wide range of learning styles and abilities does not necessarily indicate that any one of us has a disability.  Each of us simply learns in our own way.  The new California State Standards reflects this range of typical learning styles and acknowledges that one size does not fit all.

As a result, the Multiple-Tiered Systems of Support (MTSS) is a California Department of Education model used by the Millbrae School District.  The Multiple-Tiered Systems of Support is a problem-solving process that helps match instructional resources with educational needs without labeling students.

There are 3 tiers of MTSS which deliver different levels and intensity of instruction and intervention. The tiers do not describe the students, only their current instructional needs.

Tier 1: Universal Instruction

Instruction is differentiated so ALL students can learn according to their needs.  The teacher teaches to the variety of learning needs of the students and addresses their interests, preferences and abilities to learn.  The teacher adjusts to each student's needs rather than each student adjusting to the teacher's style.

Tier 2: Targeted Instruction

Targeted or strategic instruction and supports is for students who are not making progress with Tier 1 instruction.  The Tier 2 instruction is not to replace the universal instruction of Tier 1 but as additional level of support.  Tier 2 instruction is a temporary intervention and students move in and out of Tier 2 based on their needs.

Tier 3: Intensive Instruction

Intensive instruction is for the few students who did not make progress in either Tier 1 or Tier 2.  Instruction can take place in a different location and can be at a slower pace.  Tier 3 is temporary and is based on the progress of the student, but it is not necessarily Special Education.

Multiple-Tiered Systems of Support is a means to engage all students in authentic learning.  One size does not fit all, but with multiple levels of support, all students can learn and succeed.
